Are Kazakhstan stamps public domain?
Kazakhstan's stamps are public domain at any date, in the archive's reading of Wikimedia Commons. Commons says the copyright law of June 10, 1996 does not protect official symbols and signs, and that the postal law of 2003 counts stamps among the official signs of postage. There is no cutoff year.
Why any date?
Article 8 of Law No. 6-I of June 10, 1996, Kazakhstan's copyright law, puts state emblems and official signs, such as flags, decorations and banknotes, outside copyright.1 Article 1 of Law No. 386-II On Post, of February 8, 2003, names stamps, souvenir sheets, stamped covers, postcards and postage meter marks as official signs of postage.1 Commons puts the two together and accepts Kazakh stamps under its license tag for works Article 8 leaves unprotected.12 Commons ties the exemption to what a stamp is and gives no date limit.
Postal history and copyright
The Kazakh SSR used the stamps of the Soviet Union, and Kazakhstan, which declared independence on December 16, 1991,1 issued its first stamp in March 1992.34 Soviet stamps overprinted in Kazakhstan are known from that early period, though the English Wikipedia article reports that their official status is uncertain.3 Commons' note relies on Kazakh laws of 1996 and 2003 and does not say how Soviet stamps or those overprints are treated; its page refers readers to a separate page on the Soviet Union.1 The archive treats that question as open.

Kazakhstan stamps and the public domain: questions
- Are Kazakhstan stamps public domain?
- Yes, at any date. In the archive's reading, Kazakhstan's 1996 copyright law does not protect official symbols and signs, and its 2003 postal law names stamps among the official signs of postage. There is no cutoff year for Kazakh stamps.
- Can I use Kazakh stamps commercially?
- Commons' note does not say. It counts Kazakh stamps among the official signs of postage that Kazakhstan's 1996 copyright law leaves unprotected, at any date, but it does not discuss commercial use.
- Are Soviet stamps used in Kazakhstan covered?
- It is an open question. The Kazakh SSR used Soviet stamps, Kazakhstan issued its first stamp in March 1992, and Soviet stamps overprinted in Kazakhstan are known from that early period. The rule for Kazakh stamps rests on laws of 1996 and 2003, and Commons' note does not say how Soviet stamps or those overprints are treated.
