Are Laos stamps public domain?
Stamps of Laos are not public domain at any date, in the archive's reading of Wikimedia Commons. Commons says the intellectual property law of November 20, 2023 does not mention stamps and lists nothing like them among unprotected works. Commons gives no term for stamps, so the archive has no cutoff year.
Why no fixed date?
Article 93 of Law No. 50/NA of November 20, 2023, Laos's intellectual property law, leaves only news of the day, ideas and methods, and official legislative, administrative and legal texts outside protection.1 Commons finds nothing there that could cover stamps and marks them copyrighted.1 The same law protects most works for 50 years after the author's death and anonymous works for 50 years after they were made public, but Commons' note on stamps applies neither term, so the archive does not compute a date.1
Postal history and copyright
Laos became a French protectorate in 1893 and used the stamps of French Indochina until its own first stamps appeared on November 13, 1951, as an associated state of the French Union; the first set was prepared in Paris.123 Laos regained independence on October 22, 1953,1 and on December 2, 1975 the Pathet Lao government renamed it the Lao People's Democratic Republic.2 Its intellectual property law has been replaced several times, with laws of 2007, 2011, 2017 and 2023.1 Commons' note cites only the 2023 law and does not say how stamps of French Indochina or of the Kingdom of Laos are treated, and the archive treats that question as open.

Copyright law in Laos
Laos’s own stamps follow the rule below. The historical issuers named here are read under the country’s general copyright law. A design answers Likely yes or Likely no only when every term that could apply agrees, and Unclear when they disagree.
- Named designer
- 50 years after the designer’s death
- Anonymous
- 50 years from issue
- Note
- The 2023 law does not exempt stamps, so Lao stamps are under copyright.

Laos stamps and the public domain: questions
- Are Laos stamps public domain?
- No. In the archive's reading, stamps of Laos are copyrighted at any date, because the Lao intellectual property law of November 20, 2023 lists nothing like stamps among unprotected works. No term is given for stamps, so there is no cutoff year.
- Are stamps of the Kingdom of Laos public domain?
- No, in the archive's reading. The archive marks every stamp of Laos copyrighted, including those of the Kingdom of Laos from 1951 to 1975, because no term is given for Lao stamps. Commons' note does not say how royal-era stamps are treated, so that question stays open.
- Are French Indochina stamps covered by the Lao rule?
- It is an open question. Laos used the stamps of French Indochina until its own first stamps appeared on November 13, 1951, and Commons' note on Lao stamps does not say how those earlier stamps are treated. The archive treats their status as open.
