Are Netherlands stamps public domain?
Stamps of the Netherlands issued in 1955 or earlier are public domain in 2026, according to Wikimedia Commons, which counts 70 years from publication for stamps of the state PTT. In the archive's reading the line moves forward a year each January through stamps of 1988, and from 1989 the term runs from the designer's death.
Why 1955?
Commons says that before January 1, 1989 the state-owned PTT was treated as the author of Dutch stamps, so their copyright runs 70 years from publication instead of 70 years from a designer's death.1 Dutch law counts such a term from January 1 of the year after publication, so a stamp of 1955 became free on January 1, 2026, and Commons lists stamps of 1852 to 1955 as public domain this year.1 The Dutch Wikipedia policy page that Commons links to explains that the PTT published stamps as its own work.2 In the archive's reading the line reaches stamps of 1988 on January 1, 2059.
Postal history and copyright
The first stamps of the Netherlands, showing King William III, were issued in 1852.3 In Commons' account the PTT became the private company TNT Post on January 1, 1989. The Dutch Wikipedia policy page says designers have since assigned their rights to PostNL, whose permission is needed to reproduce newer stamps.12 The archive applies the Dutch rule to stamps of the Netherlands Indies, Netherlands New Guinea, Suriname, Curaçao and the Netherlands Antilles. Commons' note on stamps covers only the Netherlands. Its territory page says the Caribbean colonies had their own copyright ordinance from 1913, and that Aruba, Curaçao, Sint Maarten and Bonaire, Sint Eustatius and Saba now have their own laws, one with a term of 50 years after death. Which law covers colonial stamps is an open question.1

Copyright law in the Netherlands
The archive has not been able to settle the details of Netherlands stamps specifically. Here is its reading of the copyright law of the Netherlands, and how it reaches a general answer from it. A design answers Likely yes or Likely no only when every term that could apply agrees, and Unclear when they disagree.
- Named designer
- 70 years after the designer’s death
- Anonymous
- 70 years from issue
- Work of the state
- 70 years from issue
- Note
- Work the public authorities make public is free unless copyright is expressly reserved. PTT stamps issued before 1989 are protected 70 years from issue.

Netherlands stamps and the public domain: questions
- Are Dutch stamps public domain?
- It depends on the date. Stamps of the Netherlands issued in 1955 or earlier are public domain in 2026, because the state PTT counted as their author and their term runs 70 years from publication. The line moves forward a year each January through stamps of 1988; from 1989 the term runs from the designer's death.
- Why does the Dutch term run from the date of issue?
- Because the PTT counted as the author. Before January 1, 1989, the state-owned PTT was treated as the author of Dutch stamps, so their copyright runs 70 years from publication rather than from a designer's death. A Dutch stamp of 1955 therefore became public domain on January 1, 2026.
- Are PostNL stamps public domain?
- Not by date alone. For Dutch stamps issued from 1989, after the PTT became the private company TNT Post, the archive counts 70 years from the death of the last designer or engraver. Designers have since assigned their rights to PostNL, whose permission is needed to reproduce newer stamps.
- Are Netherlands Indies or Netherlands Antilles stamps public domain?
- It is an open question. The archive applies the Dutch rule to stamps of the Netherlands Indies, Netherlands New Guinea, Suriname, Curaçao and the Netherlands Antilles, but the Caribbean colonies had their own copyright ordinance from 1913. Which law covers these colonial stamps is not settled.
