Are Singapore stamps public domain?

Singapore stamps issued in 1955 or earlier are public domain in 2026, in the archive's reading of Wikimedia Commons, which gives a government stamp 70 years from issue; the archive treats every stamp as one. The line moves forward each January. Commons adds that royalties may be requested for reproduction, with approval handled by the Singapore Philatelic Museum.

Why 1955?

Commons' stamp note says a Singapore stamp becomes public domain 70 years after the death of its engraver, or 70 years after issue if it is a government work, and points to one of its license tags.1 The archive reads every stamp as a government work and counts the 70 years from the end of the year of issue, so a stamp of 1955 became free on January 1, 2026. The tag still cites the Copyright Act (Chapter 63); Commons notes that the Copyright Act 2021, which repealed and re-enacted it, took substantial effect on November 21, 2021, and that citations to the repealed law are out of date.12 The same note says every stamp is under the copyright of the Infocomm Development Authority of Singapore, which may ask for royalties.1

Postal history and copyright

Singapore was part of the Straits Settlements, was occupied by Japan from 1942 to 1945, and used Straits Settlements stamps overprinted "B.M.A." under the British Military Administration from October 19, 1945.3 The first stamps inscribed Singapore were issued on September 1, 1948, after it became a separate crown colony.3 Singapore joined Malaysia in 1963 and became an independent republic on August 9, 1965.13 In 2026 the archive's line covers the colony's own stamps from 1948 to 1955. Commons' note does not say which law covers stamps issued before independence or during the occupation. Singapore's postal service is now run by Singapore Post, a company licensed as the public postal operator; Commons' note names a state agency as the copyright holder and does not say whether stamps issued through the company count as government works.31
