Are Sri Lanka stamps public domain?
It depends on the date: Sri Lankan stamps issued in 1955 or earlier are public domain in 2026, in the archive's reading of Wikimedia Commons. Commons says the 2003 Intellectual Property Act is silent on stamps and that those published before 1956 seem to be public domain. The cutoff moves forward a year each January and covers Ceylon issues too.
Why 1955?
Commons says Sri Lanka's Intellectual Property Act No. 36 of 2003 is silent on stamps, so it assumes they are copyrighted until the general term runs out.1 Commons counts that term from publication: its note, as shown in 2026, says stamps published before January 1, 1956 seem to be public domain, and it points to one of its license tags.1 That tag gives 70 years from first publication for anonymous works and 70 years after death for other works.2 The act carries every term to the end of the calendar year in which it would expire, so in the archive's reading a stamp issued in 1955 became free on January 1, 2026.1 Commons does not say which of the tag's categories a stamp belongs to.
Postal history and copyright
The first stamps of British Ceylon were issued on April 1, 1857, with a portrait of Queen Victoria.3 Ceylon became independent on February 4, 1948.1 The country became a republic and took the name Sri Lanka in 1972,34 and the first stamps inscribed Sri Lanka appeared on May 22, 1972.3 Commons' note on stamps names only the 2003 act and does not say which law covers stamps issued under British rule, so that question is open. Commons does record that the act the 2003 law replaced, the Code of Intellectual Property Act of 1979, gave anonymous works 50 years, and that the 2003 act did not revive copyrights that had already run out. It does not apply either point to stamps.1

Sri Lanka stamps and the public domain: questions
- Are Sri Lankan stamps public domain?
- It depends on the date. In the archive's reading, Sri Lankan stamps issued in 1955 or earlier are public domain in 2026, because the term runs 70 years from publication, and the line moves forward a year each January. The rule covers stamps issued as Ceylon too.
- Are Ceylon stamps public domain?
- Yes, if issued in 1955 or earlier, in the archive's reading. The archive applies the same 70-year rule to Ceylon stamps, first issued on April 1, 1857, as to later Sri Lankan ones, though which law covers stamps issued under British rule is an open question.
- Does Sri Lankan copyright law mention stamps?
- No. Sri Lanka's Intellectual Property Act of 2003 is silent on stamps, so they are assumed to be copyrighted until the general term runs out. In the archive's reading that means 70 years from publication, so stamps issued in 1955 or earlier are public domain in 2026.
- When will Sri Lankan stamps from the 1960s become public domain?
- In the archive's reading, a Sri Lankan stamp issued in 1960 becomes public domain on January 1, 2031, and one issued in 1969 on January 1, 2040. The term runs 70 years and ends with the calendar year, so each stamp is free on January 1 of the 71st year after its year of issue.
