Are United Arab Emirates stamps public domain?
It depends on the date: United Arab Emirates stamps printed before 1977 are public domain, in the archive's reading of Wikimedia Commons. Stamps issued from 1977 on are protected for 50 years. The archive counts those years from the end of the year of issue, so 1977 issues become free on January 1, 2028.
Why 1977?
Commons explains the year with two laws. Federal Law No. 40 of 1992, the country's first copyright law, took effect in March 1993 and protected stamps for 25 years from publication. Federal Law No. 7 of 2002 replaced it with a 50-year term and did not restore works that were already in the public domain.1 From this, Commons' stamp note and its license tag for these stamps conclude that stamps printed before 1977 are public domain and that later stamps wait 50 years.12 Commons says Federal Decree-Law No. 38 of 2021, which replaced the 2002 law, mainly kept its terms. The stamp note counts the 50 years from January 1 of the publication year, while Commons' summary of the 2002 law counts from January 1 of the following year.1 The archive counts from the end of the year of issue.
Postal history and copyright
The emirates were a British protectorate, the Trucial States, from 1819 until the UAE became independent on December 2, 1971.1 British agency stamps served the area, a Trucial States issue followed in 1961, and the individual emirates then took over their own posts and issued their own stamps, many of them aimed at collectors. The first federal stamps appeared on January 1, 1973.3 Commons' stamp note speaks of UAE stamps and does not mention the separate issues of Dubai, Sharjah, Ajman or the other emirates, so their status is an open question. Commons' general section says Emirati works of art are public domain in the United States if their UAE term ended before April 10, 1996, the URAA date, and may otherwise be protected there; the stamp note does not take that up.1

Copyright law in the United Arab Emirates
The United Arab Emirates’s own stamps follow the rule below. The historical issuers named here are read under the country’s general copyright law. A design answers Likely yes or Likely no only when every term that could apply agrees, and Unclear when they disagree.
- Named designer
- 50 years after the designer’s death
- Anonymous
- 50 years from issue
- Before 2002
- 25 years after the designer’s death; 25 years from issue for an anonymous stamp.
- Older stamps
- A stamp already in the public domain stayed there when the term was extended.
- Note
- No copyright law existed before March 1993. Stamps get 50 years from publication, so those issued before 1977 are public domain.
Historical issuers read under this law: Abu Dhabi, Ajman, British postal agencies in Eastern Arabia, Dubai, Fujeira, Ras Al Khaima, Sharjah, Trucial States, Umm Al Qiwain.

United Arab Emirates stamps and the public domain: questions
- Are UAE stamps public domain?
- It depends on the date. In the archive's reading, United Arab Emirates stamps printed before 1977 are public domain, because the 1992 law's 25-year term ran out for them and the 2002 law did not restore them. UAE stamps issued from 1977 on are protected for 50 years.
- When do 1977 UAE stamps become public domain?
- On January 1, 2028, in the archive's reading. UAE stamps issued from 1977 on are protected for 50 years, and the archive counts those years from the end of the year of issue. Commons' stamp note counts from January 1 of the publication year instead.
- Are Trucial States or Dubai stamps public domain?
- The question is open. Before the first federal UAE stamps of January 1, 1973, the area was served by British agency stamps, a Trucial States issue of 1961 and separate issues of individual emirates such as Dubai. Commons' stamp note speaks only of UAE stamps and does not mention these earlier issues.
- Are pre-1977 UAE stamps free to use in the United States?
- Unclear for stamps. Commons' general section says Emirati works of art are public domain in the United States if their UAE term ended before April 10, 1996, the URAA date, and may otherwise be protected there. Its stamp note does not take up American status.
